On June 3, Chen Jianguang, a member of the Party Leadership Group and Deputy General Manager of China Minmetals, Secretary of the Party Committee and Chairman of China MCC, inspected and offered guidance at MCC-CISDI Xi'an Electric Furnace Institute and Xi'an Huijin Tech. 

He inspected Gaoling Pilot Base and Labs of Xi'an Huijin Tech, as well as Product Exhibition Hall and Testing Center of Xi'an Electric Furnace Institute. During the visit, he gained in-depth understanding of the two specialized and sophisticated "Little Giant" enterprises for the development of scientific research platforms, the transformation and industrialization of technological achievements, and development of scientific research talent teams, etc. Following that, he convened a research symposium on site, focused on the formulation of "15th Five-Year Plan" and the development of sci-tech industry, at which he received reports of the two enterprises on their innovation-driven development. Chen Jianguang fully affirmed rich historical heritage, lofty development goals, strong culture of innovation, substantial scientific research achievements, and promising development prospects, and outlined specific requirements for future work. 

Chen Jianguang emphasized that: First, thoroughly study and implement the significant address of the General Secretary Xi Jinping regarding the formulation of the "15th Five-Year Plan", and the deep integration of scientific and technological innovation with industrial innovation, etc. We should make full efforts on creating a "Tech-industry" development model, accelerating the transformation and application of scientific research achievements from prototypes to products and then to commodities, leading industrial innovation by scientific and technological innovation, creating technology-driven value, and fostering new quality productivity to build new competitive edges and momentum for enterprise development. Second, fully leverage the policy advantages available to China Minmetals, China MCC and MCC CISDI in scientific and technological innovation, driving optimal allocation of sci-tech innovation capabilities and factor resources, exploring the implementation of mechanisms such as "Open Competition Mechanism to Select the Best Candidates", and encouraging grassroots units to dare to innovate and take initiative, thereby making new and greater contributions to the high-quality development of the company. Third, holistically coordinate the quality enhancement and upgrading of traditional industries with the cultivation and development of strategic emerging industries and future industries, promoting mutually reinforcing and complementary development among traditional industries, strategic emerging industries, and future industries. Fourth, establish and improve innovation-encouraging mechanisms that integrate incentives with constraints, and fault tolerance with error correction, fully stimulating the initiative, proactivity, and creativity of R&D personnel on the premise of legality and compliance. Fifth, uphold and strengthen the overall leadership of the Party, consolidate the foundational Party building, and rigorously carry out study and education to thoroughly implement the Central Eight Regulations, and promote study, investigation and rectification in an integrated manner, ensuring quality in study, rigor in investigation, and effectiveness in rectification. We must firmly safeguard the political, professional and integrity bottom lines, driving demonstrable progress in full and rigorous Party self-governance.
